Span McCowan

Span McCowan is a plan proposed by Mr. Lorne Ross, the former Chief Planner for the City of Scarborough, in consultation with the community associations of Midland Park, Glen Andrew and our own community association.

Lorne developed this plan as a way of being proactive and in response to counsultations with the community by city planners for the the Civic Centre and McCowan Precincts.

The plan included an enclosed year round market approximately the size of the St. Lawrence Market, along with a seasonal farmers market

McCowan Precinct & Span McCowan Update

Mr. Lorne Ross, the former Chief Planner for the City of Scarborough, and Mr. Iain McLeod, President of the Glen Andrew Community Association, together met recently with City of Toronto Planning Staff to discuss their McCowan Precinct Study and our ideas for Span McCowan.

Lorne and Iain have graciously shared their thoughts on what they have learned and concluded from that meeting in the PDF document listed below

To pique your interest, the following summarizes some of the key points:

  • The proposal to scrap the RT and build the subway has to go through a very lengthy Environmental Assessment, which is likely to take about 2 years. It must look at the proposed subway and every alternative from doing nothing to all possible routes/technologies.
  • The route and design of the planned extension of Busby to Markham Road will be affected by the RT/subway route. A thorough traffic - transportation study of our Centre will be needed, and is a prerequisite to the design of the local roads within the McCowan Precinct.
  • A new location has been suggested for our proposed Scarborough Market.
  • Our proposed deck over McCowan Road remains as a potential solution to the pedestrian traffic that will need to cross McCowan Road at Busby if/when more development takes place east of McCowan Road.

Span McCowan Approved by Scarborough Community Council
June 2012

On June 13 2012, Scarborough Community Council (consisting of councillors Paul Ainslie, Michelle Berardinetti, Raymond Cho, Gary Crawford, Glenn De Baeremaeker, Mike Del Grande, Norman Kelly, Chin Lee, Ron Moeser, and Michael Thompson) were presented the Span McCowan Plan by Lorne Ross and Ian McLeod. Council endorsed the plan unanimously and passed several motions related to the plan.

The following motions were passed:

  • 4. Direct the Chief Planner and Executive Director, City Planning Division, in consultation with Transportation Services and Parks, Forestry and Recreation staff to review the "Span McCowan" proposal presented by the Glen Andrew Community Association as part of the on-going McCowan Precinct Plan Study and that its feasibility including cost estimates be reported out in association with the McCowan Precinct Plan Study's Final Report.

  • 5. Implement the City's Official Plan policies with regards to Scarborough City Centre and direct that the proceeds from the Grangeway properties sale be directed towards the "Span McCowan" proposal outlined by the Glen Andrew Community Association at the June 13, 2012 Scarborough Community Council meeting and other projects identified in the Public Space and Streetscape Master Plan.

  • 6. Set aside in a City reserve account the proceeds from the sale by Build Toronto of the Grangeway property for future use in the Scarborough Centre Public Space and Streetscape Master Plan development.

  • 7. Request the Chief Planner and Executive Director, City Planning Division, to establish a residents advisory group to consult and work towards the implementation of the Scarborough Centre Public Space and Streetscape Master Plan.

Span McCowan - The Plan

Span McCowan is a plan proposed by Mr. Lorne Ross, the former Chief Planner for the City of Scarborough, in consultation with the community associations of Midland Park, Glen Andrew and our own community association.

The plan proposes that a pedestrian deck, covered with parkland, be constructed across McCowan road in the area between Bushby Drive and Progress Avenue. Nearby there would be an enclosed year round market approximately the size of the St. Lawrence Market, along with a seasonal farmers market.

The proposed plan has been presented to and was well received by Councillors De Baermaeker and Thompson on March 8, 2012. Please refer to the
